Rank the selected team from least useful to most useful using current skill value, development potential through age 30, and how recently each player has been used.

Unused time starts from the more recent of the player's arrival date or last match. Current skill value is never reduced because of age; players age 30 and older simply receive no additional development potential.
Usage = 2 ^ (-Unused Days / 28)
Overall Usefulness = (Skill Value x Usage) + ((Projected Value - Skill Value) x Usage ^ 2)
Lower overall usefulness ranks first. The evaluator does not set a roster-size target or label players keep, sell, or fire.
